Default queue value not being persisted with each new printer setup

Issue description

Per crbug.com/686377, we added "ipp/print" as the default queue value in the UI when adding a new printer manually for CUPS. However, this is value is not persisting with each new printer added. It happens for the first printer and then disappears for subsequent printers in the UI.
