[IPH] UI - TextBubble position doesn't take into account status bar on Android OS < N

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Turn on the text bubble (comment out line 37 of TabSwitcherCallout.java)
(2) Start Chrome and notice that the text bubble shows up too low by the amount of the status bar.

What is the expected result?
The text bubble should be a bit higher.

What happens instead?
It's lower! :(

This could be due to one of two things:
(1) ViewAnchoredTextBubble might be pulling the wrong data from View#getLocationOnScreen.
(2) PopupWindow#show()/#update might take new values on the different version of Android.

I don't see this issue.
I tested on Samsung S4, Android 4.4.2. The download home, download page, data saver, chrome home bubbles are correctly placed both in portrait and landscape mode.
