Feature Request: Chrome App API to intercept DNS requests

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3053.3 Safari/537.36

Steps to reproduce the problem:
Currently, there are no frameworks available for a security product to inspect DNS requests from a ChromeOS device.

What is the expected behavior?
A Chrome app framework that allows a trusted security app to intercept and proxy DNS requests, effectively acting as the DNS resolver for the device.

What went wrong?
Nothing- this is a feature enhancement request.

The supported way to do this is to set up a proxy and require its use for all requests.

I've added the Platform>Apps>API component to get this request triaged.
