Password-Protected PDF files not printing correctly via CUPS printer

Project Member Reported by weifangsun@chromium.org, Apr 11 2017

Issue description

Steps to reproduce:
1. Obtain a password-protected PDF file (Attached a sample PDF, password: "owner")
2. Open in Chrome and input password.
3. Print document via CUPS printer.
4. A print job is successfully executed but the print contents are incorrect.

Note: This does work via GCP and via CUPS printing on a Linux machine.

Seems this was fixed at some point. Works as intended now.
