https:// Alert "Your connection is not private" ERR_CERT_AUTHORITY_INVALID

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36 Edge/14.14393

Steps to reproduce the problem:
1. Launch Chrome (Standard or Canary)
2. Enter any site URL that uses "https://"
3.In doing so an "https://" alert/error will be displayed instead of site.

What is the expected behavior?
Not sure what is being asked. I should be viewing a web page but instead, I am getting an alert/error.

What went wrong?
Chrome was unable to established a secure/private https:// connection. Even with no anti virus enabled, incognito mode, two different version of chrome (standard and Canary), uninstalled and reinstalled chrome, tested on two different internet connections/networks 

Did this work before? Yes Unsure of version Chrome worked fine up until April 1, 2017

Flash Version: Shockwave Flash 25.0 r0

I've been having this Https:// alert since the start of April, it came and went after a combination of restarting my computer/enableing and disabling anti virus. However as of April 9th it's been constant. Chrome's Twitter account tried to help me with no luck. It appears to be an issue just with the Chrome browser, because Microsft Edge has been working just fine.

Any help is appreaceated, Thanks for your time.

Summary: https:// Alert "Your connection is not private" ERR_CERT_AUTHORITY_INVALID (was: https:// Alert "Your connection is not private")
The error message "ERR_CERT_AUTHORITY_INVALID" means that the certificate presented by the server is not one your computer trusts.

If you see this on EVERY https site, it's a strong clue that you have either antivirus, malware, or other software interfering with your network connections.

This article https://textslashplain.com/2017/03/30/get-help-with-https-problems/ explains how to gather the diagnostic information that will help us understand what's going wrong. Can you please follow the steps there to collect the error information from that blocking page, then paste that information into a response to this bug?

It also notes Chrome version 51. Can you see if you're still having issues in the latest Chrome version?

I used to have similar issues when I connected via hotel wifi which requires portal signin. 
@vietus04: Could you respond to the questions in c#2 & c#4?  Without additional information from you, we're going to need to close this issue.
