Cancel all pending swarming builds for a master on startup |

Issue descriptionAs part of the buildbot master startup, we should cancel all pending jobs which were triggered from this master. This is especially useful for perf, because of our long cycle time. Master restarts currently break the waterfall, because our bots are essentially running double the number of tasks we have. This is also useful generally though, as it should reduce unnecessary load.

not relevant on LUCI. Do you still have waterfall builders on buildbot? If not, then this is WontFix.

We do, but it's not worth implementing something IMHO.
