Clean up Privacy section

Currently CBD button is at the bottom of the section, which causes a couple issues:
1) makes it difficult to find
2) makes it look like the "web services" text at the top applies to it and the other buttons

@bettes as you were mentioning I think indenting the checkboxes underneath the "web services" text could resolve (2).

For (1), do you think we should also move the subpage buttons up to the top of the section? CBD / Content Settings were above the checkboxes in the old Settings page. I'm fine with moving certificate manager above as well, though I don't believe it's as important as the other two.

This section will become shorter and thus more easily skimmable after the introduction of Sync & Personalization settings, but I'm wondering if we can visually distinguish Clear Browsing Data somehow to make it easier to find, since it's really qualitatively different from the other entries.

For example, with an icon.
