DevTools: localStorage disappears after page refresh and does not re-appear

1. go to theverge.com
2. clear local storage
3. refresh the page

Exp: local storage for theverge.com available
Act: it is missing

Dumping localStorage to console presents localStorage content.

(see the sidebar, no "theverge.com" in the list. Reopening DevTools fixes the issue.
