Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1- Go to this site -just an example, it happens with all sites, but this one is pretty consistent for this bug -: http://www.vray-materials.de/all_materials.php 2- click on any material and keep scrolling. The mouse scrolling will stop working after the page is finished loading. It can be fixed by closing the tab, and ctrl+shift+T to reopen it. What is the expected behavior? What went wrong? Mouse scrolling stops working. Did this work before? Yes Not sure, most likely 57.0.2987.133 Chrome version: 57.0.2987.133 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Was working before a recent update, not sure which one.

Unable to reproduce this issue on Windows-10 using chrome latest stable #57.0.2987.133 by following steps mentioned in the original comment, Observed the scroll works fine without any issue. Reporter@ Are you able to reproduce this issue in incognito mode as well? Please recheck this issue by creating a new profile under chrome://settings with no apps or extensions in your browser. I am having this same issue. Version 57.0.2987.133 Windows 10 and newest MacOSX.
It doesn't always happen and it's rather hard to repro; mostly I have been running into it on Facebook chat windows when scrolling up. Reloading the tab doesn't help, only closing an opening tabs help. It doesn't reproduce on same pages either, it has something to do with scrolling while the page is still loading/rendering.
`window.addEventListener('scroll', console.log) says nothing while scrolling with scroll wheel, but holding down mouse3 and scrolling with that produces the correct events.
If I had to guess it has something to do with tab throttling (or scroll anchoring, or both?).

It does happen even in incognito mode. Again, it happens only when scrolling with the mouse when the page is loading, and it does not happen every time, and it only happens when the page actually scrolls, so when the mouse wheel is moving but the page is not scrolling because it is either on the top or bottom already, this bug does not occur.

Adding proper label for someone from the respective team for more inputs on this. Also, please confirm if you have Kaspersky installed. If yes, then this looks same as the recent comments in Issue 647038 .

We pushed a fix into M58 for this in issue 704410 . Have you upgraded to M58 and have continued to see the issue?
