Navigating to chrome://settings/autofill doesn't open autofill settings

Under new MD settings, I would expect that navigating to chrome://settings/autofill would open the settings (we have this assumption for various UI that this URL will open the Autofill settings).

Actually, I went back to Chrome and Autofill settings did open on its own eventually. But I first saw the main settings screen and Autofill settings showed up ~10s later.

Repro: 
(1) Navigate to chrome://settings/autofill
(2) Wait ~10s
(3) Autofill settings show up.

About how many addresses/creditCards do you have saved?

How long does chrome://settings-frame/autofill take to load on your machine?
