Regression : In devtools, drop down lists appear with grey background color when list is opened via keyboard.

Issue descriptionChrome Version : 59.0.3067.6 (Official Build) 7f10b9ec80c846716034dd950e301e76c6f4f757-refs/branch-heads/3067@{#10} 32/64 bit OS : Windows (7,8,10), Linux (14.04 LTS) What steps will reproduce the problem? 1. Launch chrome and open devtools on NTP. 2. In 'Console drawer', click inside 'Filter' text box and hit TAB key. 3. Press 'Space bar' key (list opens) and observe the background color of 'Level' drop down list. Actual : Background color of "Level" drop down list appears grey when list is opened via keyboard. Expected : Instead, drop down list should have white background color. This is a regression issue broken in ‘M-59’, below is the Manual Regression range and will soon update other info. Good build : 59.0.3057.0 Bad build : 59.0.3059.0 Note : 1. Above issue is not seen on Mac OS since the drop down UI is different. 2. Above issue is seen for all the drop down lists in devtools.

Tested the issue on Windows-7 and Linux Ubuntu-14.04 using chrome version# 59.0.3071.9. Observed that the fix is working as expected. Hence adding TE-Verified labels. Please find the attached screen cast for the same. Thanks!!

M59 was branched at #464641 which is higher than CL listed #3 {#464281} so no merge is needed.
