Regression: [DevTools] 'Customize and control DevTools' list doesn't dismiss on selecting 'Downloads' option from wrech menu list.

Issue description

Chrome Version: 59.0.3067.6 (Official Build) (64-bit) (cohort: Stable)7f10b9ec80c846716034dd950e301e76c6f4f757-refs/branch-heads/3067@{#10} 32/64-bit.
OS: Windows(7,8,8.1,10),Mac(10.11.6, 10.12.1, 10.12) and Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, open DevTools and dock it to bottom.
2. Click on three dot icon to open 'Customize and control DevTools' menu list.
3. Now, select 'Downloads' option from wrech menu list and observe.

'Customize and control DevTools' list doesn't dismiss and upper border of it seems to be chopped.
'Customize and control DevTools' list should get dismissed.

This is a regression issue, broken in M-59 series, below is manual regression range.

Good build: 59.0.3056.0
Bad build: 59.0.3057.0

Bad build:59.0.3057.0 (Revision:460966).

You are probably looking for a change made after 460910 (known good), but no later than 460911 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3068.1
Adding Release Block-Beta for this issue.Please remove if not the case.
