Regression: Unnecessary scroll Bar appears on zooming out the screen to 90% on chrome://settings/autofill.

Issue description

Chrome Version: 59.0.3067.6 (Official Build) (32-bit) (cohort: Stable) 7f10b9ec80c846716034dd950e301e76c6f4f757-refs/branch-heads/3067@{#10}(32/64 Bit).

OS: Windows(7,8,8.1,10),Mac(10.11.6, 10.12.1, 10.12) and Linux(14.04 LTS).

Steps to reproduce:
1.Launch chrome, go to chrome://settings/autofill, click on 'ADD' Button for Addresses
2.For 'Add Address' overlay, Zoom Out the screen to 90% from Wrench Icon

Actual Result: Unnecessary scroll Bar appears on zooming out the screen to 90% on 'Add Address' overlay.
Expected Result: Unnecessary scroll Bar should not appear on zooming out the screen to 90% on 'Add Address' overlay.

This is regression issue broken in 'M 59' and will soon update the bisect info:

Manual Bisect Info: 
Good Build 59.0.3056.0
Bad Build 59.0.3057.0

Note: For MAC OS zoom out up to 80%.

Using the per-revision bisect providing the bisect results,
Good build:59.0.3056.0 (Revision:460603).
Bad build:59.0.3057.0 (Revision:460966).

You are probably looking for a change made after 460936 (known good), but no later than 460937 (first known bad).
