open tabs without premission

Steps to reproduce the problem:
1. clean
2. terminate
3. quaratine

What is the expected behavior?
clean it

What went wrong?
tabs opening

Did this work before? N/A 

Chrome version: 57.0.2987.133  Channel: stable
OS Version: 6.2 (Windows 8)

It's unclear exactly what is going on here. Can you please be more specific about what you mean by "clean", "terminate", "quarantine", and "tabs opening"?
