DevTools Dock Side Setting doesn't work

Platform: Mac OS X

Steps to reproduce the problem:
1. can't make dock side to left
2. can't make dock side to bottom
3. can't make dock side undock into separate window

What is the expected behavior?
Dock side can be setted to bottom, left and separate window

What went wrong?
Setting DevTools Dock Side

Did this work before? Yes 

Chrome version: 59.0.3067.0  Channel: canary
OS Version: OS X 10.12.4
Flash Version: 25.0.0.152

Dock to right failed, also other sides.

Chrome Version: 59.0.3067.0 canary (64-bit)

I can confirm this issue, whenever I right click and choose inspect to open to developer tools, it pops out in to a new window and I am unable to dock it again.
The dock menu is gone.

Able to reproduce the issue on windows 7,Windows-10,Mac 10.12.4,Linux Ubuntu 14.04 using Chrome canary 59.0.3067.0.  
This is Regression issue,broken in M59.
Manual Bisect:
Good Build—59.0.3065.0 -Revision(462712)
Bad Build—59.0.3066.0  -Revision(463122)
