"Learn More" link for Printing is incorrect

Issue description

The "Learn More" link for ChromeOS printing currently points to the md-settings page.  It should point to https://support.google.com/chromebook?p=chromebook_printing

Fix the Learn More link for Printing in CrOS.

Update the link from a chrome:// link to the appropriate support article.
