Stop generating deltas for builds older than current stepping stones.

Apparently, we have a stepping stone in place for all boards at R53.

If that's true (and will always remain true), we can stop generating delta payloads for any build older than the stepping stone, and we can stop doing FSI testing for any build older than that stepping stone.

We do need a strong guarantee that there are no special cases (schools or corp policy, whatever) that allow a modern full payload to be served to a device running anything older than R53.

We did this by marking FSI's older than R53 as not needing deltas, nor isLabStable.
