Implement CSS scrollbar-gutter property

The draft specification for this property is here: https://drafts.csswg.org/css-overflow/#scollbar-gutter-property

This will allow authors to better reason about how scrollbars will affect their layout. More detailed discussion/rationale: https://github.com/w3c/csswg-drafts/issues/92
