[devtools] update "what's new" text for m59

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3067.0 Safari/537.36

Steps to reproduce the problem:
The highlights in the "What's New" drawer are still from m58

What is the expected behavior?

What went wrong?
Need to update for m59

Did this work before? No 

Chrome version: 59.0.3067.0  Channel: canary
OS Version: OS X 10.12.3

The shadow around the image is a little funky.

And it would read a little smoother if it said "... from the April 2017 update"
Yeah, I agree with the text change. You can update it in ReleaseNoteView.js/

I shrunk down the dimensions of the image & compressed with Guetzli and attached the image you uploaded:
