Security: HTML5 bug causes Chrome to freeze

Issue description

Starting bug to make sure we know about this reported issue --

Apparently this is a known bug but is being used to scam people.

A new example of this in use for social engineering is 
158780743457365[.]win/?a=10012592&offer_key=11599bc74e5a9130195216d1cc56ae74&nrid=1

BE CAREFUL of that link, since it requires a kill -9 on Linux to get out of the hang.
attaching the malicious page in case it uses some new technique.  It looks like obfuscated history manipulation.
