I am seeing this behaviour in Dev Version 60.0.3100.2 (Official Build) dev (64-bit) on Win7, and also on the current Canary Version 60.0.3104.0 (Official Build) canary (64-bit). I am using USB webcam on a desktop machine. https://test.webrtc.org/ Will fail all video tests. However, this will all work on Canary on a laptop running Win10 with integrated webcam.
