We are now using samus-pre-cq as the vmtest pre-cq for a large number of projects.

We should turn on vmtest on samus-paladin so that CLs not going through samus-pre-cq don't break samus-pre-cq blocking the large number of projects.

Before pushing the change, we need to make sure this won't increase the CQ turnaround by pushing samus-paladin to the edge.
