Clip render surfaces whenever possible

Issue description

When a render surface and its target have the same clip id, we currently don't clip it as we expect the target to handle the clipping. But, there is no reason why we shouldn't clip it. The only case a render surface should not be clipped is when it has a contributing layer that escapes clip.

Trying to clip render surfaces even when their target is clipped breaks the unit test :  ZoomFilterTest.ZoomFilterTest_GL (and its software version too). This is because the unclipped rect that is used by zoom filter to get the magnification center is derived from the content rect of the render surfaces and the content rect changes when the clip rect changes.
