Clip render surfaces whenever possible |

Issue descriptionWhen a render surface and its target have the same clip id, we currently don't clip it as we expect the target to handle the clipping. But, there is no reason why we shouldn't clip it. The only case a render surface should not be clipped is when it has a contributing layer that escapes clip.
