Removes YouTube app id constant

This is the upstream portion of https://chromereviews.googleplex.com/583857013
After downstream portion is submitted, no one will be using these contants.

Verified on latest 60.0.3072.0 canary. Should work in M59 as well.

Youtube application has been removed from Google apps. Youtube Infobars are not displayed to install/open in youtube when video is played from chrome.Hence marking this bug as 'Verified'.
