John: can you help provide guidance on this? Should I add telemetry_unittests to a bot config in https://cs.chromium.org/webrtc/src/testing/buildbot/chromium.android.json ?

to clarify the description a bit:
 - android_n5x_swarming_rel is the N5X CQ bot.
 - The bot that telemetry_unittests should start on is chromium.android:Marshmallow 64-bit Tester.

You're correct that the next step here is adding it to M64's configuration, which is here: https://codesearch.chromium.org/chromium/src/testing/buildbot/chromium.android.json?rcl=d3bc6148c7f0d2695ec2ca74652d996e2c4f5a6e&l=2475
