Issue descriptionAccording to Juan, the warming Android perf bots on FYI waterfall currently don't use the same device as non swarming. fyi-android-swarming-n5x: bullhead MDB08O android-nexus5x: bullhead-userdebug 6.0.1 MMB29Q 2480792 dev-keys We should make sure those two use the same devices so we can compare apple to apple.

Labs, can you flash the devices on build248-m4 to use "bullhead-userdebug 6.0.1 MMB29Q 2480792 dev-keys"? Can you flash the devices? Should we ask someone else? To be clear; this isn't a production emergency, but we would like this to get done. build248-m4 is a FYI bot, so you can flash it anytime you want.

Note that it's not just build248-m4.
