Rename files and classes related to AEC dumps following expansion of their use case

RenderProcessHostImpl::aec_dump_consumers_ now has extended usage, making the name a bit to specific and not entirely correct. This should be renamed to better describe all the use cases.

Should also rename content/common/media/aec_dump_messages.h and the class AecDumpMessageFilter.

Is this specifically about the extra functionality added to toggle a flag? If so, I think we're on the way of deprecating this and perhaps the bug should target that instead. Without that, the name is apt. :)
