What steps will reproduce the problem?
(1)Launch chrome,go to chrome://md-settings/searchEngines
(2)Navigate to Other search engines section and ADD search engines (at least 7 search engines)
(3)Click on back navigation arrow and Observe(kindly refer video)

Actual:Unwanted glimpse of scrollbar is seen near Other search engines section on back navigation of page.
Expected:No such glimpse of scrollbar should be seen, on back navigation.

This is a Regression issue broken in M-59.
