Issue descriptionChrome Version: 59.0.3065.0/9448.0.0 dev channel Daisy,Candy,Minnie OS: Chrome OS Pre condition: Make sure to have 5-8 entries in Other search engines section of Manage search engines overlay. What steps will reproduce the problem? (1)Sign in to chrome>> Navigate to chrome://md-settings/searchEngines page (2)Now click on back arrow and Observe 'Other search engines' section (Please refer video) Expected: No such blink of unwanted scrollbar should be seen in 'Other search engines' section of chrome://md-settings/searchEngines. Actual: Instead, blink of unwanted scrollbar is seen. This is regression issue as it is working fine in 59.0.3062.0/9430.5.0 dev channel paine. Attaching screen-cast for reference.
