What steps will reproduce the problem?
(1) Opt-in to ARC
(2) Logout
(3) Login
(4) Open Chrome settings while Android is booting

What is the expected result?

ARC is shown as enabled, and "TURN ON" button is not shown.

What happens instead?

ARC is shown as disabled and "TURN ON" button is shown while Android is booting. Once Android finishes booting, "TURN ON" button is hidden.
