Regression: Added word is not seen on second instance in chrome://settings/languages/spellcheck.

Issue description

Chrome Version: 59.0.3067.0 (Official Build) (cohort: Stable)e2ed4b4539b7a50d8be892e4437897b18c181c91-refs/heads/master@{#463157}(32/64 Bit).

OS:  Windows(7,8,10).

Steps to reproduce:
1.Launch Chrome, go to chrome://settings/languages, Click on Custom Spelling in Spell Check.
2. On Manage spell check sub-page Add a word, delete the added word, add a new  word again and observe.

Actual Result: Added word is not seen on second instance.
Expected Result: Added word should be seen on second instance.

This is regression issue broken in 'M 59' and will soon update the bisect info:

Manual Bisect Info: 
Good Build 59.0.3064.0
Bad Build 59.0.3065.0

Note: Will update MAC and LINUX OS status once build #59.0.3067.0 is available.

[MD settings] resize iron list when template expands

This CL is a workaround for expanding a template holding an iron list
that is also grown from zero elements. To get both things to happen in
the same JS update a dom flush is performed and an event is sent for the
iron list.

Tested the issue on Windows-7 and Linux Ubuntu-14.04 using chrome version# 59.0.3071.9.
Observed that the fix is working as expected. Hence adding TE-Verified labels.
