Regression: Unnecessary black patches is seen on the screenshot in Report an issue overlay

What steps will reproduce the problem?
(1) Launch chrome>> go to Report an issue overlay>> and observe

Expected: Unnecessary black patches should not be seen on the screenshot in Report an issue overlay
Actual:  Instead unnecessary black patches is seen on the screenshot in Report an issue overlay

This is a Regression as issue is not seen in 59.0.3064.0/9438.0.0 dev-channel Candy

Issue is seen in Linux Ubuntu and Windows as well

This is a Regression issue broken in M-59.
