Regression : Unable to dock the devtools window to bottom,left,separate window

Version: 59.0.3066.0 f5acfec7937a8d80bea8a35f5056ffbbaca3bffd-refs/heads/master@{#463122}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now click on ' customize nad control devtools' and try to dock the devtools window to bottom or anywhere,observe

Actual: Unable to dock the devtools window to bottom,left,separate window 
Expected: Should be able to dock the devtools window to bottom,left,separate window

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3065.0
Bad build: 59.0.3066.0

Able to reproduce the issue and is a regression broken in M59, Bisect Info using per revision bisect:

Good build:59.0.3065.0 (462712)
Bad build: 59.0.3066.0 (463122)

You are probably looking for a change made after 463031 (known good), but no later than 463032 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Tested the issue on Windows-7,Mac-10.12.4 and Linux Ubuntu-14.04 using chrome version# 59.0.3071.9.
Observed that the fix is working as expected. Hence adding TE-Verified labels.
