UI hangs when using touchscreen to drag a file

Chrome Version: 59.03041.0
OS: ChromeOS 9390.0.0
Hardware: Samus and other devices in dev

What steps will reproduce the problem?
(1) Open File App
(2) Use touchscreen, long press to select and drag a file
(3) Sometimes the screen hangs

What is the expected result?

Can drag and drop file

What happens instead?
UI hangs

Press Esc key can recover the UI

Note: it's not 100% reproduced every time. Failed rate is 30% dragging and dropping.
