Issue descriptionOS: Mac What steps will reproduce the problem? (1) Download dev channel Chrome (2) Run headless mode: --headless --remote-debugging-port=9222 https://www.example.com --disable-gpu --enable-logging (3) Go to localhost:9222 (4) Only "Inspectable Web Contents" is shown: devtools_discovery_page.html is not loaded The reason is that chrome resources.pak does not contain headless_lib.pak resources
