Second Chrome window will freeze when moved to second monitor

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Create new tab right monitor (it only works one way for me), move it to left monitor. 2. Attempt to interact with new monitor; AKA; scroll on window, use buttons in UI or move window What is the expected behavior? newly created window should be able to be interacted with. What went wrong? newly created window is not usuable. Cannot be interacted with unless closed from task manager or elsewhere in windows. Did this work before? Yes I have seen this happen infrequently for about a year. Most of the time it works. Chrome version: 57.0.2987.133 Channel: stable OS Version: 10.0 Flash Version:

Unable to reproduce the issue on windows-10 (dual monitor) using chrome stable version 58.0.3029.81 and reported version 57.0.2987.133 with the steps mentioned in comment#0. Please find the attached screencast and let us know if anything missed here to reproduce the issue. Thanks..
