Ctrl-Shift-T reopens tabs/windows already restored by session saving

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Set startup behavior to continue where you left off 2. Create two tabs (Tab 1, Tab 2) 3. Close Tab 2 4. Close the window 5. Restart chrome 6. Press Ctrl-Shift-T What is the expected behavior? Tab 2 is reopened What went wrong? Tab 1 is reopened, creating a duplicate of the already restored tab. Pressing Ctrl-Shift-T again reopens Tab 2 and we end up with two Tab 1 and one Tab 2 Did this work before? N/A Chrome version: 57.0.2987.133 Channel: stable OS Version: Flash Version: Shockwave Flash 24.0 r0 This also happens if two or more tabs are open when closing the window. In this case, it duplicates the entire window.

Able to reproduce the issue on Ubuntu 14.04, mac 10.12.4 and Win-10 using chrome reported version #57.0.2987.133 and latest dev #59.0.3067.0. This is a non regression issue as it is observed from M50 old builds. From M45 and older builds, pressing Ctrl-Shift-T opened new chrome window rather opening tab 2 and from M-35 and older builds pressing Ctrl-Shift-T, does nothing. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
