exiting fullscreen moves chrome window to other monitor on Linux

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3063.4 Safari/537.36

Steps to reproduce the problem:
1. Start chrome on screen 1
2. Open up 2 tabs
3. Make sure chrome is not maximized
4. Change chrome size to be bigger than screen 2
5. Drag tab no. 1 to screen 2
6. Go Fullscreen on that tab
7. Exit fullscreen

What is the expected behavior?
Chrome window should stay on the screen it was on before exiting fullscreen.

What went wrong?
Chrome window got moved to the second screen.

Did this work before? N/A 

Chrome version: 59.0.3063.4  Channel: dev
OS Version: 
Flash Version: 

I found the way to consistently reproduce this bug as shown above, but it can also happen at random times.

Checked the issue on reported version 59.0.3063.4, latest stable 61.0.3163.100 and on latest canary 63.0.3236.0 with the mentioned steps in comment#0 on Ubuntu 14.04. Unable to reproduce the issue. Attaching screencast for reference.


@Reporter: Could you please let us know if we missed any steps and Could you please check this issue by upgrading chrome to latest stable M61-61.0.3163.100 and please let us know if the issue still persist or not.

Just checked, the bug is still there.

2 things you did wrong when trying to reproduce:
 - You dragged the tab to an existing window, you need to let the tab create its own window instance
 - You need multiple monitors, in the above video I've captured my monitor 1 and 2 screens and put them next to each other, this will not work with just one

If you can, please watch the video I provided, it really does show the few needed steps to reproduce the bug.

Unable to reproduce this issue on Debian Rodete with chrome stable #66.0.3359.117 as per steps mentioned in the comment #0

cra0zy@ Could you please upgrade chrome to latest version and re-try the scenario on clean profile with no apps & extensions and let us know your observations.

I can still reproduce it, looking at your video, I see your error:

You need to drag the tab to the second screen, not drag the tab than move the window.

If by some chance you can't drag the tab to the second screen, try reproducing it in GNOME.

Tested this issue on chrome stable 66.0.3359.139 using windows-10 unable to reproduce this issue as we don't have linux dual monitor setup. hence forwarding this issue to Inhouse Team, any one of the team have a look on this issue.

Tested the issue using #66.0.3359.139 on Linux Debian Rodete using external monitor, as per the steps mentioned in original comment. On exiting fullscreen, chrome is staying on the same screen.

Removing TE-NeedsTriageFromHYD as this issue isn't repro from our end.

Adding UI>Shell>MultipleMonitor component for further triaging of the issue.
