Flick gestures started on ads and embeds are sticky, can't scroll AMP pages

Issue description

Chrome Version: 57.0.2987.132 (Official Build) (32-bit)
Revision	fee3b02ba8ef9619bd3c28ad40ab2e3d761c06d1-refs/branch-heads/2987@{#886}
OS	Android 7.1.1; Nexus 5X 

What steps will reproduce the problem?
(1) Open a website with ads or embeds (social, youtube)
(2) Start a flick gesture from the ads / embed to scroll

What is the expected result?
The page scrolls smoothly and slowly decelerate.

What happens instead?
The page scrolls but quickly stops. 


 
This might actually be specific to dev channel (59.0.3056.4)

I can't repro on the current dev (59.0.3068.4) and AMP pages scroll fine. Kenji, is the problem fixed in recent builds?
Status: Unconfirmed (was: Untriaged)
AMP pages and sticky ads / widgets:

59.0.3062.4 is broken (dev).
59.0.3068.1 seems to be working (canary).

I will primarily use canary and try to replicate chrome://flags in case that one of the experimental is the root cause. Also I tried a bit with beta and couldn't repro.

I'm going to close this as I think it was intermittent. Feel free to reopen if you're still seeing it.
