Cache not functioning

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/57.0.2987.98 Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
1. Browse to https://ipfs.io/ipfs/QmTNpioH3JquikbH3mTtdnmH1oSmpRS97a51GsecxA45Ld/docs/
2. Click the "Docs" link in the top bar, which is to the same page

What is the expected behavior?
All of the resources from ipfs.io (including the original request) should be cached, as they have the header:
Cache-Control:public, max-age=29030400, immutable

What went wrong?
Nothing is cached

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 57.0.2987.98  Channel: stable
OS Version: LinuxMint 18 (64-bit)
Flash Version: Shockwave Flash 24.0 r0

I can confirm it worked in Chromium 53.
Components: Internals>Network>Cache
Hmm, this got missed triage somehow, now stumbled on it by accident. Moving to the right department, but not looking at it immediately..
So testing this, resources look cached fine, and the doc itself doesn't have a Cache-Control line, so we end up revalidating.
