Unable to file new bug from chromium-try-flakes

Issue description

I'm investigating a flaky test, and I've pulled it up on chromium-try-flakes:

That page has a bug "Override" button with the following message:
"(set to 0 to have new bug automatically created)"

I set the field to 0 and clicked Override, which made me sign in again to grant access to the app.  However, after that, it just took me back to the same page without filing the bug.  Clicking Override again similarly takes me back to the same page without filing the bug.  Is this a broken feature?
 
Sorry, looks like the message is misleading. It will file a new bug automatically when sufficient number of flakes are detected. Currently this means at least 3 flakes in the last 24 hours unless an existing issue has already been updated. Looking at this particular test, it's not flaky enough for a bug to be filed yet.

Do you have a suggestion for a better message to explain this?

Oh, yes, that message is a bit confusing, since it sounds like an action you can take.  I'd suggest rephrasing to "When set to 0, a bug will be filed automatically when enough flakes are detected."
