Refactor DataReductionProxyNetworkDelegateTest.NetHistograms |

Issue descriptionNetHistograms tests >15 different histograms under a large variety of conditions, with at least 4 separate cases being measured. It would be much easier to understand the existing histogram functionality and add more if the test were split out into multiple, small, targeted tests and helper functions.
