Omnibox - Reduce Clipboard URL Suggestions to 1 Hour

and make it experiment-controlled in case we want to change it later.

Verified on the latest chrome 59.0.3071.84 beta on iPhone7(10.2.1) and iPad Air2(10.2.1) with the following steps

1. Launch chrome and Load any URL
2. Once the page is loaded copy the URL to clipboard
3. Wait for 1 hour
4. Tap on omnibox

Observed result: Copied URL link is not displayed as a suggestion
