Spurious auto-CC from unrelated watchlist

raymes+watch@ and lgarron+watch@ were auto-CCed on https://codereview.chromium.org/2767163003/

We're the only two people on a relatively new page_info watchlist: https://cs.chromium.org/chromium/src/WATCHLISTS?type=cs&q=page_info+watchlists&l=2103

Of the other two individuals CCed on that CL, derat@ has a watchlist that matches ("linux_fonts"), and tfarina@ appears to be explicitly CCed.

Neither patch touches files in the patterns for our watchlist.
We can't figure out why we were CCed, and would like to avoid it happening in the future. :-)

I have no idea what happened here. There were no typos in the WATCHLISTS file, no similar reports around the same time, no changes to how git-cl calculates CCs from watchlists, and I can't reproduce it myself (https://codereview.chromium.org/2840153002).

I'm going to close this as WontFix because I can't reproduce and have zero leads. Happy to dig in again if this happens again, though.
