Added languages&inputs on chrome://settings are deleted after signing through the main login page

Platform             : 9438.0.0 - Candy, Blaze


What steps will reproduce the problem? 
(1)  add Korean, French languages & IMEs from chrome://settings
(2)  sigh out the user
(3)  try to enter the wrong password until getting the main login page (loginpage.png)
(4)  sign into the user, and check "Language and Input" on chrome://settings

What is the expected result?
Korean/French should be stored

What happens instead?
Languages&Input of Korean/French are deleted. 

Please provide any additional information below. Attach a screenshot if
possible.
Not reproduce the issue on 58.0.3029.51/ 9334.33.0 - Candy

Can you go to sync settings, switch off "Sync everything", and then switch off the type "Settings", and see if this still repros?
