[MD Settings] NVDA issues navigating menu panel and other dialogs |

Issue descriptionOS: Windows Version: 59.0.3065.0 Two things 1) When I navigate to the menu button in the top left with NVDA and press space to enter, then I can't use the up/down arrows to navigate through this panel. All I hear when I do that is "blank". That said, if I press tab, I do hear the proper spoken feedback. Note: This works fine with Jaws. It even says "Modal dialog". However, if I expand a section, e.g. Advanced, everything under it has the word "expanded" prepended to its name. 2) Similarly, when I press a button to open a separate dialog, like the Clear Browsing Data, all I hear is "blank". I can't use arrows to navigate through this. I have to press tab. I can get through most of this content with tab since a lot of it is actionable (checkboxes and buttons), but I do miss some context since I can't access all the text. Plus, the users shouldn't have to know to press tab to get through this UI instead of pressing down arrow. Also, the NVDA commands (e.g. B for button) don't work in these UIs. Note that this second issue is not reproduceable with JAWS
