DataReductionProxyData should have a presistent set of information

DataReductionProxyData is reset entirely on redirects and bypasses, but not all of that data should be destroyed. DataReductionProxyData should split into a set of presistent (WRT redirects) and non-persistent data.

Is this cleanup or a bug? If the latter, would you please describe what goes wrong in more detail?
