Tabs don't load (sad tab) when running elevated (administrator) with --user-data-dir set to new folder

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Open CMD prompt as administrator on Windows 10 Anniversary Update (possibly other versions) 2. Run "chrome.exe --user-data-dir=c:\temp\nonExistentFolder 3. Observe Chrome load, but alls tab open with sad face. What is the expected behavior? What went wrong? Chrome loads, but tab opens with sad face, and no new tabs load. Crashed report ID: How much crashed? Whole browser Is it a problem with a plugin? No Did this work before? N/A Chrome version: 57.0.2987.133 Channel: stable OS Version: 10.0 Flash Version: 1. While reproing in an older version of chrome, displayed errors relating to child process creation. 2. Does not repro when --no-sandbox is specified.
