Cherry-Pick UI shows "Submit to CQ" in blue but can't be used |

Issue descriptionThis might be specific to some repository but a while ago I spent a lot of time figuring out why my cherry pick would always fail the bots. Not sure if it's a PolyGerrit issue or a CQ issue but I believe retvield marks the cherry picked CL as by-passing CQ.

Issue moved from a project with a different set of status labels. "New" is not a supported status in /p/chromium, so these ended up in a black-hole. |
