Steps To Reproduce:
(1) Press Ctl + Switch window combination

Expected Result: Screenshot should save to downloads folder, notification appears on bottom right

Actual Result:  Nothing happens, screenshot is not saved

How frequently does this problem reproduce? Every time. User reports worked as of 2 weeks ago

What is the impact to the user, and is there a workaround? If so, what is
it?
User is not able to sreenshot for project; Workaround is to grant access to Snipit

Problem not present on Dell Chromebook (LuLu) on same version of OS or Pixel
